CARB refers to the Air Resources Board of the California Environmental Protection Agency, and associated Volatile Organic Compounds (VOC) regulations. There are three enforced regulations the CARB’s Consumer Products Regulations:
- Regulation for Reducing VOC Emissions from Antiperspirants and Deodorants
- Regulation for Reducing Emissions from Consumer Products
- Regulation for Reducing the Ozone Formed from Aerosol Coating Product Emissions
Within these three regulations, there are over 100 consumer product categories identified. The field of VOCs is huge, with regulations at Federal, State, and local levels. ChemADVISOR begins with a focus on California state requirements, as these are among the strictest in the country.

HARMONIZED TARIFF CODES
Harmonized Tariff Codes are ten digits used to identify products for import, export, tax and governmental purposes. The code is based on a Harmonized System developed by the World Customs Organization (WCO). The first six digits are internationally harmonized and the final four digits are used by different countries for their own purposes (including statistical analysis).
ChemADVISOR can classify your product under the Harmonized Tariff Classification system. Because the number may differ between countries we do this on a per trade route basis.
EU LIST OF WASTES (WASTE CODES)
The List of Wastes is a catalogue of EU waste types and is used as a reference nomenclature to provide a common terminology throughout the European Union (EU) for the purpose of improving the efficiency of waste management activities. (LoW) serves as a common tool for the categorization of waste including the classification of hazardous wastes. The assignment of waste codes has a major impact on the disposal and transport of waste, installation permits (which are usually granted for the processing of specific waste codes), and decisions about recyclability of the waste. Manufacturers or Importers who place hazardous mixtures or substances on the EU market shall provide sufficient information regarding waste disposal in their EU Safety Data Sheets (SDS). Based on the EU Waste Framework Directive and List of Wastes, ChemADVISOR can determine Waste code(s) for your substances, products and packaging materials.

GERMAN WATER HAZARD CLASSIFICATION (WGK)
Germany’s Federal Water Act (Article 19g) requires that manufacturing plants, storage facilities, and those that handle and store substances and mixtures hazardous to water must be built and operated to prevent contamination of water and to prevent detrimental changes to the properties of water. Therefore substances and mixtures must be tested and classified to determine their water-hazardous properties. Testing and classification is based on the ‘Administrative Regulation on the Classification of Substances hazardous to waters into Water Hazard Classes’ (German title: Verwaltungssvorschrift wassergefährdende Stoffe (VwVwS)).
Manufacturers and importers placing chemicals and chemical mixtures on the German market have the responsibility to classify and to communicate the information to their customers.
