After April 6, 2012, all new PMNs and all other new TSCA Section 5 notices, as well as support documents for notices submitted after April 6, 2010, must be submitted electronically through EPA's Central Data Exchange (CDX).  In order to submit documents electronically to EPA through CDX, submitters must: 

• register with CDX;
• be approved by EPA; and
• download and install the eTSCA/e-PMN software with encryption.

 CDX registration is a process that includes, among other steps, the completion, printing, signing, notarization, and delivery of an Electronic Signature Agreement (ESA) to EPA.  The address for registering with CDX is https://cdx.epa.gov/epa_home.asp.
