The objective of this three-day course is to provide attendees with a complete overview of the Hazcom requirements and chemical health risk assessment needs for the major chemical importing/exporting countries within the region. The course will the differences within specific countries around the Pacific Rim areas.

The course content, and notes provided will cover the legislation within each specific country that directly impacts on the need for Hazcom information. The course content will involve extensive information about each of the regulations within each country affecting Hazcom needs. These will include items as follows:
In addition there has recently been a substantial thrust within the region towards adopting the Globally Harmonized System for Labeling and Classification of chemicals. This thrust is seen as a means of fostering trade, and avoiding non-tariff barriers towards free trade. Japan, Singapore, Malaysia, China, Philippines, and Australia are all working towards implementation. New Zealand has already made a partial adoption of the preliminary scheme. A presentation of the scheme will be made to enable attendees to understand imminent changes to the requirements/legislation and how they will impact the region.
The primary instructor for the course will be Barry Lynam, one of the principals of ChemCare Asia located in Singapore. Mr. Lynam holds an M.Sc. in Chemical Engineering from Birmingham University, England. He has had extensive experience in the commissioning and operation of major petrochemical plants throughout the world. In 1994 he was assigned to Asia to develop the codes of practices and standards for the distribution of chemicals in Asia for a major chemical MNC. This work involved the analysis of the Emergency Response capabilities, both internal and external, for the Asian/ASEAN/Indian Sub-continent region, and the subsequent development and implementation of the staff training programmes necessary to achieve global standards. He was a founder member of the Singapore Emergency Response group that was formed to develop a program of ER for major chemical companies throughout the Asean/Asian region. Mr. Lynam has made presentations at numerous government and trade association meetings.
